I BRING YOU GREETINGS FROM MICHAEL FARLEY, CHAIRMAN OF THE NATIONAL COUNCIL ON VOCATIONAL EDUCATION.

IT IS A PLEASURE TO BE AMONG YOU TODAY BECAUSE I HAVE COME TO BELIEVE THAT IF AMERICA IS TO REACH FULL EMPLOYMENT FOR ITS CITIZENS THAT COAL WILL NOT BE REACHED BY THE EFFORTS OF THOSE IN THE GROVE OF ACADEME OR THE BOARD ROOMS OF CORPORATE AMERICA, BUT RATHER BY JOINT EFFORTS OF THOSE WHO UNDERSTAND THAT MARKET PLACE OPPORTUNITY, FULFILLMENT, AND EXCELLENCE FOR AMERICA AND AMERICANS WILL COME ONLY THROUGH EFFORTS BY PEOPLE LIKE YOU, WHO UNDERSTAND THE NEED FOR CO-OPERATIVE VOCATIONAL-TECHNICAL EDUCATION. HOWEVER . . ..

DO YOU EVER GET THE FEELING THAT YOU ARE A SECOND CLASS CITIZEN IN THE SCHOOL DISTRICT OR IN THE EDUCATIONAL SYSTEM?

OR

DO YOU EVER FEEL THAT YOU ARE EDUCATION’S GEEK OR NERD BECAUSE NO ONE ROMANCES YOU WITH FACILITIES, OR FACULTIES OR FUNDS?

OR

DO YOU EVER FEEL THAT YOU ARE AN EDUCATIONAL AFTERTHOUGHT?

WELL, IF YOU HAVEN’T FELT THESE FRUSTRATIONS, THEN YOU HAVEN’T BEEN IN VOC-TECH VERY LONG BECAUSE THAT’S THE COMMON PERCEPTION OF THOSE OF US INTERESTED IN VOCATIONAL-TECHNICAL EDUCATION BY THOSE OUTSIDE YOUR AREA OF EXPERTISE. THE TAXPAYER, THE PARENT, THE STUDENT AND EVEN THE PUBLIC OFFICIAL ARE SOMEWHAT EMBARRASSED BY YOU. THERE IS NO GLAMOUR, NO PIZZAZ, NO ROMANCE, NO MEDIA INTEREST IN WHAT YOU’RE ABOUT.

YOU’RE NOT NECESSARILY ON THE CUTTING EDGE OF SOCIALLY RELEVANT OR ESOTERIC CAUSES, OR POLITICAL CRUSADES, OR ECONOMIC REFORM. ALL YOU DO IS HELP EDUCATE AMERICANS TO LEAD FULFILLED LIVES AND PROVIDE FOR THEMSELVES AND THEIR FAMILYS, AND CONTRIBUTE TO THEIR COMMUNITIES THROUGH THEIR VOCATIONAL COMPETENCE AND EVEN, EXCELLENCE. THAT’S ALL YOU DO – YOU PUT AMERICA BACK TO WORK!

TO REMIND US OF HOW YOU IN VOC-TECH ARE OVERLOOKED AT THE FEDERAL LEVEL WE JUST HAVE TO REMEMBER A REAGANITE COLLEAGUE OF MINE, BILL BENNETT, AND A COUPLE OF HIS REPORTS: “A NATION AT RISK:THE IMPERATIVE OF’ EDUCATIONAL REFORM” AND “THE JAMES MADISON HIGH SCHOOL CURRICULUM.” “A NATION AT RISK,” WHICH CAME OUT IN 1983, RIGHTLY MAINTAINED THAT “THE PRIMARY IMPERATIVE FOR EDUCATIONAL REFORM IS THAT MORE AND MORE YOUNG PEOPLE EMERGE FROM HIGH SCHOOL READY NEITHER FOR COLLEGE NOR FOR WORK.” THE REPORT GAVE FIVE MAJOR RECOMMENDATIONS, SUCH AS:

1. THE STRENGTHENING OF STATE AND LOCAL HIGH SCHOOL GRADUATION REQUIREMENTS IN ENGLISH, MATHEMATICS, SCIENCE, SOCIAL STUDIES, AND COMPUTER SCIENCE.

2. THE ADOPTION BY SCHOOLS, COLLEGES, AND UNIVERSITIES OF MORE RIGOROUS AND MEASURABLE STANDARDS, AND THE RAISING OF ADMISSION REQUIREMENTS BY FOUR-YEAR COLLEGES AND UNIVERSITIES.

3. THE USE OF MORE TIME FOR LEARNING WITH AN INCREASE IN HOMEWORK ASSIGNMENTS, AND A LENGTHENING OF THE SCHOOL DAY AND SCHOOL YEAR.

AND THERE WERE A COUPLE OF OTHER RECOMMENDATIONS. IN SECRETARY BENNETT’S HYPOTHETICAL “JAMES MADISON HIGH SCHOOL CURRICULUM,” VOCATIONAL-TECHNICAL EDUCATION (WHAT BENNETT CALL’S “SHOP”) IS PUSHED INTO THE ELECTIVE CATEGORY TO MAKE ROOM FOR THE GLAMOUR SUBJECTS OF A CURRICULUM CENTERED AROUND A STUDY OF WESTERN CULTURE. THE NATIONAL COUNCIL ON VOCATIONAL EDUCATION BELIEVES THAT YOU IN VOC-TECH ARE SO FAR AHEAD OF SOME IN THE FEDERAL GOVERNMENT CONCERNING “APPLIED ACADEMICS” THAT THOSE INDIVIDUALS DON’T EVEN REFER TO EDUCATIONAL REALITY WHEN THEY REFER TO “SHOP” OR “AUTO MECHANICS” AS THE DEFINITION OF VOCATIONAL-TECHNICAL EDUCATION.

WHILE WE NEED TO CONTINUE TO STRESS ACADEMICS IN VOC-TECH PROGRAMS, THOSE WHO ARE FOCUSED ON THE ACADEMIC SIDE NEED TO STRESS APPLICATION TO LIFE. AND, THAT IS THE TURF ON WHICH YOU REIGN SUPREME.

NOW FRANKLY, I WOULDN’T NECESSARILY DISAGREE WITH ANY OF THESE RECOMMENDATIONS OR EMPHASES WHICH GOVERNED THE EDUCATIONAL PRIORITIES OF THE REAGAN YEARS AND WHICH ARE CURRENTLY GOVERNING THE BUSH ADMINISTRATION. BUT, THE DANGER WITH AN EXCLUSIVE FOCUS ON CLASSICAL, OR LIBERAL OR HUMANITIES EDUCATION IS THAT CAREER OR VOCATIONAL-TECHNICAL EDUCATION IS GIVEN ONLY TILE CRUMBS FROM THE TABLE OF THE EDUCATION GODS. IN SHORT, WHILE THESE DEPARTMENT OF EDUCATION REPORTS AND ATTITUDES MAINTAIN THAT “AMERICA’S YOUNG PEOPLE ARE NOT READY FOR COLLEGE OR WORK” THE FOCUS IS ONLY ON “COLLEGE”, AND NOT “WORK.” YOU IN VOC-TECH LIVE IN THE WORLD OF PREPARING AMERICANS FOR GAINFUL EMPLOYMENT FOR EVERYONE WHO WANTS A CRACK AT THE AMERICAN DREAM, AND THE CURRENT EMPHASIS OF OUR FEDERAL GOVERNMENT’S EDUCATION THINKING DOES NOT DO YOUR EFFORTS JUSTICE. THE NATIONAL COUNCIL IS SEEKING TO REDRESS THIS INJUSTICE.

BUT, IT’S NOT JUST THE EXECUTIVE BRANCH THAT SUFFERS FROM EDUCATIONAL MYOPIA. WE ARE IN A BATTLE RIGHT NOW WITH CONGRESS OVER THE RE-AUTHORIZATION OF THE CARL PERKINS ACT WHICH FUNDS ABOUT 10% OF THE ANNUAL BUDGET FOR VOC-TECH EDUCATION IN THIS COUNTRY. AND WE ARE GETTING LOTS OF DIFFERENT OPINIONS ABOUT PRIORITIES CONCERNING SET-ASIDES AND AT-RISK POPULATIONS, TO NAME ONLY A COUPLE OF CONTENTIOUS ISSUES.

WHEN ONE REMEMBERS THAT MOST OF THE POLITICIANS AND EDUCATION BUREAUCRATS AND CONGRESSIONAL ADVISORS HAVE CLASSICAL EDUCATION BACKGROUNDS AND THEREFORE DO NOT PERSONALLY UNDERSTAND VOC-TECH, IS IT ANY WONDER THAT THERE IS CONFUSION AND A LACK OF CONSENSUS IN THE HALLS OF CONGRESS.

COMBINE THIS IGNORANCE, NOT NECESSARILY ANTAGONISM, WITH A LACK OF MEDIA-EXPOSURE-POTENTIAL FOR THE POLICY MAKERS ON THE VOC-TECH ISSUE, AND YOU GET THE SILENT SITUATION WE HAVE HAD FOR YEARS. THE POLICY MAKERS DON’T KNOW WHAT YOU DO, AND SO HOW CAN THEY APPRECIATE WHAT YOU DO?

LEST YOU THINK THE PREVIOUS REMARKS COME OUT OF SOME POTOMAC SWAMP, WE HAVE THE SAME EDUCATIONAL SHORT-SIGHTEDNESS IN OUR OWN STATE. OUR BI-PARTISAN LEGISLATURE AND OUR GOVERNOR ARE ENGAGED IN AN AMAZING CHARADE TO REFORM OUR POST-SECONDARY EDUCATION BY ALLOCATING HUGE AMOUNTS OF OUR MONEY TO ERECT BRANCH CAMPUSES IN VANCOUVER, TRI-CITIES, TACOMA, AND BOTHEL. NOW THESE CAMPUSES WILL PRIMARILY SERVE LIBERAL ARTS DESIRES OF SO-CALLED “PLACE-BOUND” STUDENTS. TALK ABOUT A NARCISSISTIC APPROACH TO EDUCATION!

RATHER THAN SPENDING A PROPOSED $35,000,000 ON MORE LIBERAL ARTS CAMPUSES AND EDUCATIONAL PROGRAMS, WHAT WE OUGHT TO BE DOING IS:

FULLY USING THE LIBERAL ARTS FACILITIES WE ALREADY HAVE, AND INVEST THAT NEW MONEY ON OUR 5 VOC-TECH INSTITUTES

OR ON COMMUNITY COLLEGE VOC-TECH PROGRAMS TO JOINTLY EDUCATE, WITH PRIVATE INDUSTRY, AEROSPACE TECHNICIANS TO BUILD AIRPLANES THAT DON’T FALL APART IN THE SKY,
 
OR TO HELP EDUCATE CONSTRUCTION TECHNICIANS TO BUILD STADIUMS THAT DON’T COLLAPSE, OR TO HELP EDUCATE WASTE DISPOSAL TECHNICIANS TO SOLVE OUR SOLID WASTE GLUT,

OR TO HELP EDUCATE TRANSPORTATION TECHNICIANS TO SOLVE OUR TRAFFIC CONGESTION AND HIGHWAY AND BRIDGE DETERIORATION,

OR TO HELP EDUCATE MARINE TECHNICIANS TO BUILD FERRIES AND SHIPS AND PORTS THAT CAN FUNCTION SAFELY IN OUR WATERWAYS,

OR TO HELP EDUCATE AGRICULTURE AND AQUACULTURE TECHNICIANS TO DEVELOP AND MARKET FOOD STUFFS THAT ARE NUTRICIOUS, HEALTHY AND ECONOMICAL,

OR TO EDUCATE FORESTRY TECHNICIANS WHO CAN DEVELOP, CULTIVATE AND MARKET CROPS THAT PROVIDE RAW MATERIALS FOR OUR SHELTER AND PAPER NEEDS,
 
OR TO HELP EDUCATE MEDICAL TECHNICIANS WHO CAN ADVANCE THE HEALING ARTS IN OUR SOCIETY. YOU GET THE IDEA OF WHAT I’M DRIVING AT. THAT’S WHAT THIS STATE AND THIS NATION NEED, AND THAT’S WHAT YOU’RE ABOUT.

CO-OPERATIVE VOC-TECH EDUCATION IS APPLIED ACADEMICS, ITS ECONOMIC DEVELOPMENT, ITS LEARN TO EARN.

OUR AMERICAN CULTURE HAS A NEED FOR POETS, AND PHILOSOPHERS AND ARTISTS AND LAWYERS AND SCIENTISTS AND PHYSICIANS AND THEOLOGIANS. BUT, WE ALSO HAVE JUST AS GREAT A NEED FOR THOSE AMONG US TO PROVIDE OUR FOOD, OUR SHELTER, OUR CLOTHING, OUR TRANSPORTATION, OUR COMMUNICATIONS, OUR HEALTH CARE, AND OUR EDUCATION.

I AM PLEASED TO HAVE THE OPPORTUNITY TO MEET WITH YOU TODAY. AS A BUSINESSMAN AND FORMER MEMBER OF THE NATIONAL COUNCIL ON VOCATIONAL EDUCATION, I FEEL A LITTLE LIKE THE ENCYCLOPEDIA SALESMAN WHO WENT TO A HOME AND WAS TOLD THAT THAT PARTICULAR FAMILY DID NOT NEED A SET OF ENCYCLOPEDIAS BECAUSE THEY HAD A TEENAGE DAUGHTER WHO ALREADY KNEW IT ALL, AND TOLD THEM. YOUR EXPERTISE IN EDUCATION IS SUPERIOR TO MINE — YOU ARE THE EXPERTS. I AM HERE SIMPLY TO SHARE MY PERSPECTIVE AS A BUSINESSMAN WHO HAS BECOME CONVINCED OF THE VITAL ROLE VOCATIONAL-TECHNICAL EDUCATION MUST PLAY IN OUR COUNTRY.

THE NATIONAL COUNCIL ON VOCATIONAL EDUCATION, ON WHICH I RECENTLY SERVED, IS A PRESIDENTIALLY APPOINTED BODY MANDATED IN 1984 BY THE CARL PERKINS EDUCATION ACT. I SERVED ON THE COUNCIL DURING PART OF RONALD REAGAN’S PRESIDENCY. THE COUNCIL HAS BEEN CHARGED BY CONGRESS WITH THE RESPONSIBILITY OF ADVISING CONGRESS, THE PRESIDENT AND THE SECRETARY OF EDUCATION ON THE EFFECTIVENESS OF THE PERKINS ACT AND WAYS TO IMPROVE VOCATIONAL EDUCATION. THE MAJORITY OF THE 17 COUNCIL MEMBERS ARE FROM BUSINESS AND INDUSTRY, AND THEY ARE COMMITTED TO THE GOAL THAT THE UNITED STATES MUST HAVE A ‘WORLD CLASS WORKFORCE” THROUGH THE COOPERATION OF THE PRIVATE SECTOR, ON ONE HAND, AND VOCATIONAL-TECHNICAL

EDUCATION EXPERTS SUCH AS YOURSELVES, ON THE OTHER HAND. WE MUST NOT SACRIFICE OUR OWN PEOPLE ON THE ALTER OF VOCATIONAL ILLITERACY. AT LEAST 3 MAJOR NATIONAL PUBLICATIONS: TIME, BUSINESS WEEK, AND FORTUNE WITHIN THE LAST 12 MONTHS HAVE HAD LEAD ARTICLES (IN A COUPLE OF CASES, COVER ARTICLES) ON THE CURRENT CRISES IN THE TRAINING AND EDUCATION OF AMERICA’S WORKFORCE.

I HAVE SPENT ENOUGH TIME IN WASHINGTON, DC TO KNOW THAT THERE ARE CERTAIN CONDITIONS WHICH ARE NOW REALITIES, I.E.:

*LAURO CAVAZOS IS IN, BILL BENNETT IS OUT.
*SAM NUNN IS IN, JOHN TOWER IS OUT.
*PORK RINDS ARE IN, JELLY BEANS ARE OUT.
*GIRTH IS IN, SLIM IS OUT.
*DEBT IS IN, REVENUE IS OUT.
*GRIM BUDGET REAPER IS IN, SACRED “ENTITLEMENTS” ARE OUT.

HOWEVER, THERE IS STILL ONE CONSTANT IN THE CAPITOL:

THE MYTH OF VOC-TECH AS NON-VITAL TO AMERICA’S SELF-INTEREST IS STILL IN!

THE MEMBERS OF THE NATIONAL COUNCIL HAVE OBSERVED THAT IN SPITE OF THE IMPORTANCE OF VOC-TECH EDUCATION (BOTH SECONDARY AND POST-SECONDARY) IN PREPARING EMPLOYEES FOR THE JOBS AVAILABLE, THERE STILL EXISTS NEGATIVE AND STEREOTYPED VIEWS OF IT.

THUS, THE COUNCIL HAS RECENTLY INITIATED WHAT IT CALLS, “A NATIONAL AWARENESS CAMPAIGN”. NOW THE OBJECTIVE OF THIS CAMPAIGN IS TO IMPLEMENT A NATIONAL EFFORT TO ENHANCE THE IMAGE AND AWARENESS OF THE BENEFITS TO ALL AMERICANS OF QUALITY VOCATIONAL-TECHNICAL EDUCATION.

THE COUNCIL HAS FORMED A COALITION OF NATIONAL ORGANIZATIONS TO PLAN AND IMPLEMENT THE CAMPAIGN. THIS IS THE FIRST TIME THAT THESE ORGANIZATIONS HAVE JOINED TOGETHER TO SUPPORT A NATIONAL EFFORT. THE MEMBERS OF THE COALITION ARE:

*PARTNERS FOR AMERICAN VOCATIONAL EDUCATION (PAVE)

PART OF THE STRATEGY IS TO RECOGNIZE CEO’S OR OTHER NATIONAL LEADERS WHO STARTED OUT IN VOCATIONAL-TECHNICAL EDUCATION. BY RECOGNIZING THESE PEOPLE AT THE NATIONAL LEVEL (ROSE GARDEN CEREMONY). THEIR SUCCESS STORIES WILL HELP VOCATIONAL-TECHNICAL EDUCATION TO BE RECOGNIZED AS AN OPPORTUNITY TO EXPAND CAREER POSSIBILITIES RATHER THAN THE STEREOTYPED PERCEPTION THAT IT LIMITS OPTIONS. THE BEST WAY TO COMMUNICATE THE POTENTIAL VALUE OF VOCATIONAL-TECHNICAL EDUCATION IS TO SHOWCASE PEOPLE WHO HAVE BENEFITED FROM IT — REAL LIFE ROLE MODELS WHOSE LIFE STORIES REPRESENT THE ACHIEVEMENT OF THE AMERICAN DREAM. ROLE MODELS SUCH AS

*CHARLES STRANG OF OUTBOARD MARINE,
*FRAN TARKINTON,
*CALVIN KLEIN,
*GEORGE SHINN OF THE RUTLEDGE COLLEGE SYSTEM AND THE CHARLOTTE CAVALIERS,

TO NAME ONLY A FEW, ALL HAVE PERSONAL VOC-TECH INVOLVEMENTS, AND ARE PREPARED TO STAND UP FOR VOC-TECH!

THE CAMPAIGN WILL ALSO INCLUDE EXTENSIVE PUBLIC RELATIONS ACTIVITY, ESPECIALLY IN INFLUENTIAL GENERAL AND BUSINESS PRESS (I.E., NEW YORK TIMES, WALL STREET JOURNAL, FORTUNE, BUSINESS WEEK, FORBES)

THE EXPERTISE OF RICHARD ROVSEK AND HIS AMERICAN MARKETING, INC. IS BEING UTILIZED FOR THE CAMPAIGN. DICK WAS INSTRUMENTAL IN THE ESTABLISHMENT OF THE STATUE OF LIBERTY/ELLIS ISLAND FOUNDATION AND THE SUBSEQUENT RECRUITING OF LEE IACOCCA. AMERICAN MARKETING ALSO SERVED AS THE CORPORATE SOLICITATION ARM OF THE “SAIL AMERICA FOUNDATION’S” SUCCESSFUL EFFORT TO RECAPTURE THE AMERICA’S CUP.

THE NATIONAL COUNCIL IS ALSO VERY INVOLVED IN PROVIDING INFORMATION FROM BUSINESS, INDUSTRY, AND LABOR TO POLICY MAKERS CONCERNING QUALITY VOCATIONAL-TECHNICAL EDUCATION. I SERVED AS CHAIRMAN OF THE COMMITTEE WHICH CONDUCTED A PROJECT FOR THE PAST YEAR WORKING WITH 20 TRADE ASSOCIATIONS IN THE

*ELECTRONICS,
*HEALTH SERVICES, AND
*CONSTRUCTIONS INDUSTRIES.

ALL THREE OF THESE INDUSTRIES ARE CONCERNED BECAUSE THEY DO NOT HAVE THE PEOPLE TO FILL THE JOBS AVAILABLE.

THE THREE INDUSTRY WORKING GROUPS MET SEPARATELY BUT PROVIDED SIMILAR GENERAL RECOMMENDATIONS. THEY CONCLUDED THAT POTENTIAL EMPLOYEES SHOULD HAVE:

1. BASIC SKILLS IN MATH, SCIENCE, COMMUNICATION, AND USE OF COMPUTERS (ALGEBRA, TRIG, CALCULUS, CHEMISTRY)

2. STRONG WORK ETHICS

3. OCCUPATIONAL SKILLS RELATED TO ENTRANCE INTO THE INDUSTRY

THE WORKING GROUPS CONCLUDED THAT THE EDUCATIONAL SYSTEM SHOULD BE ABLE TO DEVELOP THESE COMPETENCIES IN ORDER TO HELP THE UNITED STATES BE COMPETITIVE IN TRADE. IF EMPLOYEES HAVE THESE BASIC, TRANSFERABLE SKILLS, THEN BUSINESS, INDUSTRY, AND LABOR CAN PROVIDE THE MORE SPECIALIZED EDUCATION AND TRAINING NEEDED FOR THEIR PARTICULAR JOB.

DURING THIS NEXT YEAR THE COUNCIL WILL BE WORKING WITH THE FOLLOWING INDUSTRIES:

*CHEMICAL BASED TECHNICIANS
*AGRI-BUSINESS
*HOSPITALITY AND FOOD SERVICES
*OFFICE AUTOMATION

CONCLUSION

WITH CONGRESS LOOKING AT THE CARL PEPKINS EDUCATION ACT, AND A NEW PRESIDENT WHO CALLS HIMSELF THE “EDUCATION PRESIDENT”, IT IS AN OPPORTUNE TIME FOR VOC-TECH EDUCATION TO PROVIDE THE ANSWERS TO MANY OF THE NATIONAL CONCERNS FACING THE U.S. TODAY.

IT WILL BE THROUGH YOUR LEADERSHIP AND WISDOM AND CREATIVITY, AND COURAGE IN CONTINUING QUALITY VOC-TECH PROGRAMS THAT WE WILL BE ABLE TO PROVIDE THE “WORLD CLASS WORKFORCE” THAT IS DESPERATELY NEEDED, AND BEING CALLED FOR. I CAN ASSURE YOU THAT ANYTHING THE NATIONAL COUNCIL ON VOCATIONAL EDUCATION CAN DO TO FACILITATE THE ACCOMPLISHMENT OF THIS GOAL WILL BE ENTHUSIASTICALLY ENDORSED AND AIDED.
